Relative velocity can be defined as the velocity of an object relative to some other object which can be stationary, moving slowly or moving with the same velocity or moving with higher velocity or which is moving in the opposite direction.
As given in the given question which states that as the distance from the car increases the relative speed of the trees and building as perceived by the eye decreases. So, when the near objects are moving faster backward than the far object relative to the car and therefore, there is relative speed between the near object and the far object.
