This is a nucleophilic substitution reaction in which one nucleophile substitutes another group present on the ring. The cyanide group substitute NO2{\text{N}}{{\text{O}}_2} group as NO2{\text{N}}{{\text{O}}_2} is a good leaving group. The product formed is at ortho position instead of para position.
