Solution
If we take a body resting with respect to two frames with origin O and O′ then the body will be at rest. But the frame (vehicle) is moving with constant speed, so, this frame can not be an inertial frame of reference or it is a non inertial frame of reference. But the frame in which Newton's law of motion are applicable is an inertial frame.
