Liquor ammonia contains hydrogen bonding. At room temperature, it results in high vapour pressure. So, at room temperature the vapour pressure of ammonia is very high. So, the ammonia evaporates unless the vapour pressure gets lowered or decreased. On cooling, the vapour pressure decreases, to keep the liquid in the same state. So, the bottle is cooled before opening.
