Electric field is given by,

E=dVdrE=-\frac{dV}{dr}

Here, potential is constant i.e. dV=0dV = 0

So, E=dVdr=0E=-\frac{dV}{dr} =0

Since the electric field is zero, therefore there are no charges inside the region. Also, for the electric field to be uniform, there should be linear change in the potential with distance r. But potential is constant here, so electric field can not be uniform.

Hence, both (B) and (C) are correct.
