Thousand place cannot be 0,70,7 and 33, it can be filled with remaining 77 digits in 77 ways.
In remaining 33 blanks, 77 and 33 can be arranged in 33 ways.
Fourth blank can be filled in 77 ways.
The number of numbers that are formed where 77 and 33 is not in thousand place is 7×3×7=1477×3×7=147.
