Charges interact: If there are like charges then they repel each other, if there are unlike charges then they attract each other. If the directions are positive and negative then they repel each other.
Rubbing a glass rod with silk cloth then negative charge is generated.Rubbing a glass rod with a glass rod then positive charge is generated. Here the glass rod is rubbed by a glass rod so that a positive charge is generated. In the above theory, a glass rod is rubbed by a silk cloth so that a negative charge is generated.
Usually comb attracts paper; because it has some energy transferred to the paper. The paper pieces have a positive charge which attracts the comb. While a comb attracts paper pieces then some excess of negative charge is released from the comb to the paper.
