From 2nd data
0.033 = K(20.1)n⋅(65.6)m …(2)
On dividing equation (1) by equation (2)
$\frac{0.135}{0.033}$= $(\frac{40}{20.1})^n$
4 = (2)n
∴ n = 2
∴ Order of reaction w.r.t NO is 2.
